The Department of Real Estate and Housing has financed the rehabilitation of hundreds of housing units at a total investment in the millions.  Its primary duties encompass designing residential development projects, arranging property acquisitions, providing rehabilitation loans to homeowners, assisting in rental rehabilitation projects, and participating in funding a wide range of affordable housing projects and programs.  Recently, the department administered the Community Development Block Grant, Emergency Shelter Grant, and HOME Programs for the city.  Target programs and key divisions of this department include:

  • Wilmington Housing Partnership
    Wilmington Housing Partnership The mission of the Wilmington Housing Partnership is to collaborate with select private, non-profit and governmental entities to increase the City of Wilmington's housing stock by promoting renovation/rehabilitation of existing homes and limited construction of new homes in strategically selected areas while supporting a diverse income strategy.  In support of its mission, the Wilmington Housing Partnership auctioned over 25 City properties for renovation for homeownership.
  • Community Development Neighborhood Rehabilitation Program
    Provides home improvement loans to low/moderate-income individual, elderly, and handicapped homeowners to rehabilitate single family, owner-occupied properties.
  • Housing Rehabilitation Loan Program
    Provides low-interest home improvement loans to owner-occupants or landlords interested in moderately rehabilitating existing properties.
