The role of the OMB is to ensure that the policies,
management initiatives and overall executive plans of the Mayor
are effectively developed, implemented and monitored in an efficient
manner. OMB traditionally works closely with the Mayor's Office Chief of Staff and interacts often with other Department Heads and staffing. OMB provides a strong advisory role in labor negotiations, economic
development projects and legal issues that entail fiscal ramifications,
often serving as the analytical backbone to these processes.
Operating & Capital Budget
OMB is responsible for the development of the
City's annual budget and the six-year Capital Program. This
includes conducting budget hearings with all Department Heads and
subsequent meetings with the Mayor's Office Chief of Staff and the Finance
Committee of City Council along with the production of all related
ordinances and documents, including a comprehensive proposed budget
book. In budget meetings and hearings, qualitative analysis
by OMB is presented for each department. OMB also presents
the budgeted revenue projections to City Council. After the
passage of the Budget by City Council, OMB is responsible for the
production of the Budget Book in accordance with GFOA guidelines
and the budget award certification process. In addition, OMB
plays an integral part of the Bond Rating and bond issuance processes
and the formulation of the City's Official Bond Statement.
Fiscal & Operational Oversight
OMB provides monthly revenue and expenditure analyses
along with recommended changes in spending plans as warranted.
OMB prepares and presents quarterly revenue projections to WEFAC.
OMB prepares quarterly expenditure projections and makes presentations
to the Expenditure Review Board. OMB also reviews and recommends
solutions to various errors and mis-postings discovered in the GL
and Payroll systems. All budget transfers are reviewed and
authorized by OMB. All Personnel Requisitions are reviewed,
revised if necessary, and authorized by OMB.
Strategic Planning & Management
OMB is responsible to oversee the development
and monitoring of the Citywide strategic plan. Each department
develops annual goals and objectives along with performance measures
and critical indicators. OMB advises on (and alters if necessary)
these future operational plans so as to fit the Administration's
overall Citywide vision.
Management Reviews
OMB performs operational and management reviews
and many other special projects involving in-depth analysis as requested
by the Mayor, City Council or in a consulting capacity for other
departments.
