The Equal Opportunity/Contract Compliance Office is
responsible for administering the City of Wilmington's DBE Procurement
Process.
DBE Procurement Program
The City of Wilmington has established a POLICY STATEMENT
(Chapter 20 of the Wilmington City Code) that establishes the Disadvantage
Business Enterprise (DBE) Program. The purpose of the DBE program is to
increase the accessibility to City contracting opportunities for small
businesses and entrepreneurs regardless of race or national origin and
to create a diversity of methods by which City contracting opportunities
may be expanded. Click here for the DBE Application.
Chapter 20 - Sec. 20 - The City of Wilmington government
(the "City"), in carrying out its procurement-related responsibilities
and activities, shall endeavor to prevent and eliminate any and all
discrimination in any action by the City government itself, or be its
agents, boards, department heads, commissions and authorized entities
on the basis of race, creed, national origin, religion, sex, economic
status or handicap. City procurement policy may include actions to assist
disadvantaged persons who have been actual victims of discriminatory
practices or whose ability to compete in the free enterprise system
has been impaired due to diminished opportunities resulting from past
discrimination or neglect. Further to the end set forth herein, the
City has established an active policy of encouraging, soliciting and
assisting disadvantaged businesses to participate in the performance
of City contracts. This performance of participation in the City's Procurement
process led to the creation of the DBE Certification Program.
