Steve is one of nine children born to Guido and Mary Martelli. He is currently employed at Delaware Technical & Community College and is an adjunct faculty member at Wilmington University. Prior to joining Delaware Tech, Steve was a member of the Wilmington Police Department for 14 years. While a Wilmington Police Officer, he served in the Patrol Division, the Narcotics Division and as the Public Information Officer.

In June 2004, Steve resigned in good standing from the Police Department and took a position with the Civilian Police Assistance Training Team in Iraq. During his 13-month deployment, Steve rose to the level of Director of Organizational Development & Reform. In this role, he was responsible for the strategic planning for the entire CIVPOL Mission and oversaw operations of the 500 International Police Liaison Officers and 135,000 members of the Iraqi Police Service. Most recently, Steve was part of the international peacekeeping force for the United Nations Mission in Kosovo (UNMIK) where he served as the Chief of the United States Intelligence Cell within the Central Intelligence Unit.

Steve has participated with Special Olympics Delaware as a long distance running coach and served on the Executive Board of the Law Enforcement Torch Run to Support Special Olympics. Steve organized the Wilmington Leg of the Law Enforcement Torch Run and the Wilmington Leg of the Police Memorial Run. He was a founding member and organizer of the Child Advocacy Center (CAC) statewide bicycle ride.

Steve is a Marine Corps veteran of the First Gulf War, Operation Desert Shield/Storm. He holds both a Bachelor’s of Science Degree and Master’s of Science Degree from Wilmington University.
