neighbors and usually having distinguishing characteristics". Neighborhoods make Wilmington "a place to be somebody".
 The
City of Wilmington and New Castle County are proud to offer a FREE service to neighborhood associations and civic organizations. Neighborhood Link™, a joint government-sponsored program, provides FREE websites to the neighborhood groups which then control
and manage all content and sharing-of-information options with the members
of their particular neighborhood or civic group. This is the first time
in Delaware that FREE websites are being offered to help neighborhood
and community organizations keep in touch and keep informed about issues
