The City of Wilmington, a top Delaware employer, provides public services and maintains its workforce's quality and fiscal stability through the Department of Human Resources. The Human Resources department oversees

recruitment, training, payroll, benefits, collective bargaining, and risk management. The Benefits Division is seeking an energetic and innovative Employee Benefits Analyst to manage the division's fast-

paced operations.

DUTIES AND RESPONSIBILITIES

The Employee Benefits Analyst  serves as the subject matter expert, performing all functions and tasks relating to the operational side of benefit administration, including but not limited to systems, processes,

communications, and retiree coverage. This position serves as the functional manager of employee benefits programs and operations, performing responsible technical and professional work of benefits administration. This

position reports to the Director of Employee Benefits. Additional responsibilities include:

• Administers and supports employee benefits, retirement programs, ensuring accurate enrollment, plan eligibility file feeds and maintenance of employee data and records.

• Manages fiscal and administrative functions for benefits programs, including budget support, vendor coordination, payments, reconciliations, audits, and required reporting (e.g., 1095‑Cs), ensuring accuracy

and operational stability.

• Monitors and maintains compliance with applicable laws, regulations, policies, and organizational requirements through audits, reporting, and process reviews.

• Identifies, develops, and implements process improvements, system enhancements, and automation initiatives to improve workflow efficiency and data integrity.

• Analyzes data and generates reports to support decision-making, operational efficiency, compliance efforts, and program effectiveness.

• Develops and delivers educational materials, presentations and coordinates initiatives to promote employee engagement through awareness of wellness programs, benefit offerings etc.

• Coordinates employee and retiree communications, annual enrollment, system testing, data updates, including active participation in division’s programs.

• Partners with vendors to oversee retiree enrollment processes, contributions, rates, and compliance requirements for pre-65 and over-65 retirees.

• Provides individualized support to employees and retirees on benefits and retirement options, including eligibility, coverage, costs, and plan navigation.

• Collaborates with internal departments and vendors to resolve inquiries ensuring effective service delivery.

• Supports special projects, initiatives, and cross-functional assignments while providing operational support and continuity as needed.

• Serve as backup to the Director of Employee Benefits, ensuring operational continuity as needed.

• Performs other related duties as assigned.

EDUCATION AND EXPERIENCE

Graduation from an accredited college or university with a Bachelor’s degree in Business Administration, Human Resources Management, Public Administration, and/or other closely related field with a minimum of (4) years of professional experience in the field of Human Resources, preferably in a unionized environment performing work in the area of Benefits Administration, or any combination of experience and training which will provide the

required knowledge, skills, and abilities. Professional certification in human resources or benefits management preferred.

• Knowledge: Knowledge of benefits plans and their application for a medium to large workforce.  Experience with an enterprise resource planning system and the utilization of it to process benefits plans.

 Tyler/ Munis experience preferred.

• Skills: Good communication, superior customer service and interpersonal skills. Must have critical thinking, problem-solving, analytical research skills, and attention to detail. Proficiency with Microsoft Suite, particularly Word and Excel.

• Abilities: Ability to establish and maintain effective working relationships with City employees including unions, retirees, beneficiaries, and vendors.

• Licenses: Possess and maintain a valid driver’s license with a good driving record.

CANDIDATE EVALUATION

Evaluation for this position includes a review of the applicant materials, certification of qualified applicants, skills testing, and a panel interview (in-person or virtual).

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

All selected applicants must pass a criminal background investigation and pre-employment physical.

• Physical Requirements: Work requires the employee to frequently listen, talk, sit and/or stand for extended periods. May occasionally lift and/or move up to 25 pounds.

• Vision: Ability to focus vision up close and at distances and works at a computer viewing a screen.

• Working Conditions: Work is typically performed in an office environment, mostly indoors with occasional outdoor participation during the City and other sponsored/special events. Must be able to use standard office equipment.

• Location and Schedule: City/County Building, 800 North French Street, Wilmington, DE 19801. Business hours are Monday through Friday, 8:30am-4:30pm.

TOTAL COMPENSATION

Compensation encompasses both salary administration and a comprehensive benefit package:

• Salary Administration: New employees are hired at the starting and up to median salary based on qualifications and internal equity. Annual merit increases are provided based on a satisfactory performance review.

Sick Leave: Accumulates at the rate of one day for each completed month of service, beginning after the first full month of employment.

Vacation: At least eight (8) hours* of vacation per month after the completion of the first six (6) months* of continuous employment until the next January 1. Each January 1 thereafter, employee will be credited with at least ninety-six (96) hours* of vacation for the calendar year, until the completion of five (5) years of continuous service.

Holiday: Eligible employees receive holiday pay from date of hire, View City Holidays

Life Insurance: The City agrees to provide term life insurance for each eligible employee for a maximum of fifty thousand dollars ($50,000.00) at no cost.

Pension: Eligible employees are able to participate in the State Pension Plan you will contribute 6% of your bi-weekly base pay.

Deferred Compensation Plan: Optional employee contributory plan available.
