The City of Wilmington, a leading Delaware employer, provides the City's sanitation, recycling, street cleaning,
water, and transportation services through the Department of Public Works. The Department provides a wide
array of services, including once-a-week recycling and once-a-week residential solid waste collection,
treatment and distribution of high-quality drinking water, collection and treatment of sewage, stormwater
management, sweeping of all City streets, street paving and repairs, maintenance of traffic signs and signals,
line striping, rodent control, snow removal, and maintenance of the City fleet and City properties.
DUTIES AND RESPONSIBILITIES
The Signal Electrician performs preventive and corrective maintenance of electrical systems. The incumbent
will be technically inclined, knowledgeable, and able to maintain various electrical systems, ensuring safety
requirements and operating standards are met. The Signal Electrician reports to the Traffic Maintenance
Foreman. Additional responsibilities include:
- Installation and maintenance of electrical traffic controllers, devices, and related equipment for the traffic system network.
- Installs and maintains telecommunication equipment the DelDOT Traffic Management Center (TMC) uses to communicate with City intersections.
- Maintains traffic signals, pedestrian signals, and street lighting. Prepares material lists, work maintenance reports, and records.
- Reports the reconnection of wireless routers and the replacement of new traffic controllers to DelDOT TMC personnel.
- Installs and maintains Siemens M60 controllers, load switches, conflict monitors, traffic signal terminal facilities, and cabinets. Replaces malfunctioning controllers and conflict monitors. Locates short and open circuit conditions in wiring systems in traffic control devices and electrical streetlight fixtures. Prepares maintenance reports performed.
- Installs and maintains signal heads, cables, span wire, traffic signal poles, and pedestals.
- Exercises technical judgment in determining work methods and procedures and receives assignments orally or through written instructions.
- Supervises laborers and maintenance employees of a lower classification by providing verbal instruction, inspecting assignments for completion and accuracy, and coaching as needed.
- Performs electronics repair work on a wide variety of electronic equipment. Inspects defective electronic equipment to determine malfunctions. Reads and interprets schematic diagrams and manufacturer manuals to isolate malfunctioning components. Work is subject to periodic review while in progress and upon completion.
- Meets with contractors to provide information regarding work setup that a City employee does not typically perform.
- Installs signs as necessary.
- Responsibilities include being on call 24 hours per day on a rotational basis.
- Performs all related work as required.
EDUCATION AND EXPERIENCE
Graduation from high school or GED equivalency supplemented by courses or experience in mechanical and
electrical/electronic maintenance in the traffic and transportation field or related electrical field preferred.
Possess an electrical license or equivalent breadth of knowledge and service, electronic certification, and
International Municipal Signal Association (IMSA) Traffic Signal Technician certifications.
- Knowledge: Knowledge of the methods, procedures, materials, and tools related to the installation, maintenance, and repair of traffic control devices, including test equipment and testing procedures used in the calibration and repair of electronic equipment.
- Skills: Excellent communication skills (written and oral).
- Abilities: Ability to keep and develop printed and computerized records. Ability to read and interpret schematic diagrams and logic charts.
- Licenses: Possess and maintain a valid driver’s license with a good driving record. Must possess and maintain a CDL “B” license with a good driving record. Must have the ability to pass drug screening mandated by the Federal Department of Transportation for CDL drivers.
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS
All selected applicants must pass a criminal background investigation, pre-employment physical, and drug screen.
- Physical Requirements: Regularly required to use hands to finger, handle, feel, or operate objects, tools, or controls and reach with hands and arms. Frequently required to stand and talk or hear. Occasionally required to walk, sit, climb or balance, stoop, kneel, crouch, crawl, and smell. Ability to lift and/or move up to 25 lbs occasionally and lift and/or move up to 100 lbs.
- Vision: Specific vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
- Working Conditions: Regularly works outside, including in inclement weather. Frequently works near moving mechanical parts and is exposed to wet and/or humid conditions and vibration. Occasionally works in high, precarious places and is exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock.
- Location and Schedule: Standard work hours are 5:30 a.m. – 2:00 p.m. This position may require weekend work, nights, or being on-call as part of regular job responsibilities. Work involves travel between sites as necessary.

Sick Leave: Accumulates at the rate of one day for each completed month of service, beginning after the first full month of employment.
Vacation: At least eight (8) hours* of vacation per month after the completion of the first six (6) months* of continuous employment until the next January 1. Each January 1 thereafter, employee will be credited with at least ninety-six (96) hours* of vacation for the calendar year, until the completion of five (5) years of continuous service.
