VACANCY: Department of Public Works

MINIMUM QUALIFICATIONS: Graduation from an accredited college or university, preferably with a degree in Engineering, Geography, or related area, with relevant experience with GIS (Geographic Information System) and utility mapping, or any equivalent combination of engineering and training which provides the required knowledge, skills, and abilities; plus two years of relevant professional experience. An advanced degree is highly desirable.

REQUIREMENT(S): Must pass a criminal background investigation, pre-employment physical, and drug test. Must obtain and maintain a valid driver’s license with a good driving record.

NATURE OF WORK PERFORMED: Creates, digitizes, and updates the computerized Geographic Information System's (GIS) layers, datasets, and related metadata. Installs, generates, maintains and troubleshoots GIS system software, programs and applications. Performs spatial data analysis, data entry, map production, data reporting, and data conversion. Performs geodatabase administrative management of the sewer and water geodata versions by performing database compressions. Maintains GIS user applications which utilize ESRI’s suite of products and development tools, including maintaining and updating the Public Works GIS maps hosted by ArcGIS Online (AGOL). Provides guidance to GIS users within the Department of Public Works. Assists users in entering, retrieving, and manipulating data using various GIS application, especially via a mobile device. Provides information and responds to data/mapping inquiries from internal users, entities outside of the City of Wilmington, and consultants associated with the Department of Public Works. Participates in meetings with GIS consultants and staff to provide subject matter expertise and feedback to further develop and maintain the Water, Sewer and other databases in the GIS. Verbally communicates with Public Works field staff to update known errors in the GIS. Generates display mapping for the Department of Public Works and shares information with other City departments using ArcGIS Online or server applications as requested. Liaises with engineering consultants, local government agencies, and other entities to provide requested information. Uses a GPS unit to survey and inventory sewer and water assets, such as water valves, manholes, mains, outfalls, BMPs, etc.; and processes this data in the GIS. Coordinate data transfer between databases. Troubleshoots Cityworks data related issues. Support transportation and operation as needed.

EXAMPLES OF WORK PERFORMED (Illustrative Only): Updates water and sewer GIS layers using documents such as work order books, field sketches, maps, as-builts, and deeds. Provides paper maps, web maps/apps to Public Works staff and consultants using ArcMap and ArcGIS Pro and Web AppBuilder for ArcGIS Online. Creates and maintains ArcGIS Online Organization Groups and User accounts. Provides pertinent GIS-related information to consultants and staff. Generates display mapping for the Department of Public Works and shares information with other City departments using ArcGIS Online or server application, as requested. Performs compression of geodatabases located on SQL server. Answers phone calls and provides relevant information to the public and customers. Assists with minor hardware and software problems in CityWorks and Dig-Smart Enterprise. Maintains and orders supplies for plotter used for mapping projects. Performs all related work as required.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of the principles and terminology of water distribution and sewer collection systems. Ability to work effectively and complete job functions accurately under supervision. Two or more years’ experience using ESRI ArcGIS Desktop, Pro, ArcGIS Online, and GPS Unit. Familiarity with Enterprise Geodatabases, Microsoft SQL Server Management Studio, and field experience. Familiarity with a computerized maintenance management system, especially Cityworks, and AutoCAD a plus. Proficient in MS Office (Word, Excel, Access, etc.). Ability to establish and maintain good and effective relationships with the public, as well as other City employees.

RESIDENCY: City residency required within six months of employment.
