VACANCY: Department of Finance
MINIMUM QUALIFICATIONS: High school diploma or GED equivalency; good communication skills; some experience dealing with the public helpful; the ability to walk up to five miles daily carrying five to ten pounds of equipment; ability to operate a motor vehicle, radio equipment, and a small hand-held computer if necessary; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
REQUIREMENT(S): Must pass a criminal background investigation, pre-employment physical, and drug test. Must possess and maintain a valid driver's license with a good driving record.
NATURE OF WORK PERFORMED: Routine field work includes enforcement of all parking ordinances and regulations, initiation of booting and towing actions, reporting of "wanted" (stolen or used in crime) vehicles, field entry or recordation of incident data, providing traffic direction and information on points of interest within City, and reporting of inoperative or damaged parking meters and signage. Performance of duties requires a thorough knowledge of parking ordinances and regulations within the City of Wilmington. Recommends changes in regulations, procedures, or policy to supervisor in order to enhance on-street parking in City. Reports to Parking Enforcement Supervisor.
EXAMPLES OF WORK PERFORMED (Illustrative Only): Walking City streets where parking laws are enforced. Chalking tires, noting registration numbers, checking parking meters, and/or checking parking permits for violation of posted parking laws. Issues parking citations using manual or automated methods. Issuance of citation requiring recordation of vehicle color, model, type, description of violation. Through radio contact, notify dispatcher or police of "wanted" vehicles, scofflaws, abandoned vehicles, and/or unregistered vehicles. Performs all related work as required.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: A general knowledge of municipal ordinances and regulations pertaining to parking enforcement. Ability to provide traffic direction to general public, thus possessing good communication skills and good knowledge of the geographical layout of the city and points of interest. Ability to understand and follow oral and written instructions. Ability to walk several miles daily. Ability to identify vehicles by make, model, and type. Ability to prepare simple records manually and/or using a "hand-held" computer. Ability to deal with general public tactfully, directly, courteously, and impartially.
RESIDENCY: City residency required within six months of employment.
