City of Wilmington Launches New Online Bill Pay System to Improve Customer Experience

WILMINGTON, Del. – The City of Wilmington has announced that its new and improved online bill pay system is now live, offering residents and businesses a more flexible, convenient, and user-friendly way to pay their city utility bills.

The upgraded system is designed to make bill payments easier, faster, and more secure, with expanded payment options to meet the needs of all customers. This new system reflects Wilmington’s continued commitment to enhancing customer service and delivering more modern, efficient digital tools for the community.

What You Need to Know:

Residents and businesses can now choose from a variety of convenient payment methods:
  • Visa, Mastercard, and Discover credit/debit cards
  • Digital wallets: PayPal, PayPal Credit, Venmo, Google Pay, and Apple Pay
  • Traditional checking and savings accounts
  • AutoPay for hassle-free, automatic payments

Already Enrolled in AutoPay?

If you previously enrolled in AutoPay through the City’s former provider, Paymentus, your existing information has been securely stored in the new system. To access the new customer portal, simply select “Forgot your password?” and follow the prompts. You’ll need to enter your new 9-digit account number to complete the initial login. The new account number will be provided with your July bill. If you would like to register or pay before receiving your July bill, please call 311 or (302) 576-2620 if outside City limits.

Customers who had AutoPay set up before June 28, 2025, will continue to have their payments processed automatically, even if they haven’t yet logged into the new portal.

Need to Enroll or Have Questions?

If you are not currently enrolled in AutoPay, you can sign up by selecting the “Sign Up Now” option in the new portal.
