MAYOR JOHN CARNEY ANNOUNCES CAROLINE KLINGER AS DIRECTOR OF COMMUNICATIONS

Wilmington Mayor John Carney today announced the appointment of Caroline Klinger as the City’s new Director of Communications.

Klinger succeeds Matt Ford, who stepped back from the position after a successful tenure leading the City’s communications to devote time to personal responsibilities and to pursue a new venture that continues to serve residents of Wilmington and beyond.

“Matt did an outstanding job lead our communication efforts,” said Mayor Carney. “We’re grateful for his service to the City. We wish him the very best in his new venture, and continued service to the people of Delaware.”

“It has been an honor to serve as Communications Director and to work alongside Mayor Carney,” said Ford. “His career is marked by dedication to public service and a clear mission to strengthen communities, and I am grateful to have contributed to those efforts. I am proud of the progress we made in elevating the City’s communications and connecting with residents in meaningful ways.”

Klinger joins the City after serving as Deputy Director of Communications for the Delaware State Senate Majority Caucus, where she directed messaging strategies for legislators and coordinated closely with statewide communications offices. Prior to that, she served in the Office of Governor John Carney, where she advanced from Communications Assistant to Digital Communications Manager. In those roles, she supported major public events, digital communications strategy, and coordinated messaging across state agencies.

“Caroline brings valuable experience in state government communications and a deep commitment to public service,” said Mayor Carney. “Her leadership will be vital as we strengthen how we connect with residents and share Wilmington’s story.”

In this role, Klinger will manage press outreach, lead storytelling about Wilmington’s progress, and ensure residents have clear and accessible information about city programs and services. She will oversee the City’s media relations and resident communication.

Klinger added, “I am honored to join the City of Wilmington, and I look forward to working with Mayor Carney and his team to expand transparency, celebrate our city’s achievements, and keep residents engaged and informed.”

A graduate of the University of Delaware, Klinger holds a Bachelor of Arts in Sociology with a minor in Political Science.
