City Officials Present Property Tax Reassessment Recommendations to Joint Committee of the Delaware General Assembly

WILMINGTON – City officials traveled to Legislative Hall on Tuesday to present Wilmington’s reassessment plans and recommendations to a convening of the General Assembly’s Joint Special Property Reassessment Committee.

The presentation [wilmingtonde.us9.list-manage.com] provided background on the City’s reassessment timeline and shared findings from Tyler Technology’s Mass Appraisal report [wilmingtonde.us9.list-manage.com]. The data provided in the report informed the plan announced by Mayor Carney on Thursday [wilmingtonde.us9.list-manage.com] to rectify gaps in data for the next tax year. The City plans to introduce a budget amendment on October 2 to fund:

  • An interior reassessment program for residential properties

  • Verification of the methodology used in assessing commercial properties

  • Support for low-income homeowners undergoing the appeals process

     

City officials also laid out considerations for future property reassessments:

  • Standardize rules for appeals

  • Ensure that a percentage of assessments are interior

  • Complete assessments one year before they are effective

  • Incorporate City of Wilmington permitting data

  • Ensure reassessments are conducted regularly

     

The General Assembly’s Special Property Reassessment committee is a bipartisan group from both the Delaware State Senate and Delaware State House of Representatives. This meeting represents the first in a series of hearings aimed at providing Delawareans with a transparent record of the reassessment process and recommendations for improving the process moving forward.
