Charles “Bud” Freel attended Salesianum High School and the University of Delaware. He is currently employed with the State of Delaware in the Department of Transportation’s Public Relations Division as a New Castle County Legislative Liaison.
Council Member Freel has served on City Council since 1997. He has worked hard with Wilmington citizens in the area of building new housing stock, rehabilitating existing homes, neighborhood clean-ups and eradicating vacant properties.
For the past eight years, Bud has chaired City Council’s Finance Committee. He has been a strong voice for streamlining City Government in order to deliver more efficient and effective services.
He holds memberships with the following Boards: Wilmington Housing Partnership, Friends of Woodlawn Library, St. Anthony’s Community Center, Cindy Foundation for Ovarian Cancer Research and Los Jardines, Inc.
He loves spending time with his daughters, Rose and Molly.

Council Member Freel is Chair of the Finance & Economic Development Committee. He is also a member of the Education, Youth & Families and the Public Safety Committees.
