The City of Wilmington's Consolidated Annual Performance and Evaluation Report (CAPER) is a consolidated reporting document covering local programs and services funded by federal entitlement programs and serves to identify progress on goals and objectives identified in the Five Year Consolidated Plan.
The CAPER is also an assessment of how the City of Wilmington met other HUD requirements such as affirmatively furthering fair housing, reducing the problem of lead paint, progress of the housing authority, reduction of barriers to affordable housing, institutional structure, progress on the continuum of care for the homeless, monitoring and compliance functions, and citizen participation requirements.
The report provides a summary and detailed reports on the use of funds pertaining to the sources of funds allocated to the City of Wilmington. In addition, the report includes funds that may have been carried over from the previous fiscal year.

The City of Wilmington announces the availability of its draft Consolidated Annual Performance and Evaluation Report (CAPER) for FY2017, covering the Community Development Block Grant (CDBG), HOME Investment Partnership Program (HOME), Emergency Solutions Grant (ESG) and Housing Opportunity for People with Aids (HOPWA) Program Grants. This report of funding resources and expenditures, during the period July 1, 2016 to June 30, 2017, is available for public comment from September 12, 2017 to September 26, 2017. Interested parties may receive a copy of this report by contacting the City of Wilmington, Dept. of Real Estate and Housing, at (302) 576-3000. Written comments should be addressed to Vaughn Watson, Senior Program Director, Department of Real Estate and Housing, 800 French Street, Wilmington DE 19801 or emailed to: vwatson@WilmingtonDE.gov and must be received no later than 4 p.m. Tuesday, September 26, 2017. Comments will be included in the document submitted to the U.S. Department of Housing and Urban Development.
