A New Way to Pay Your City Bills – Launching Soon

As of July 7, 2025, the City of Wilmington is launching a new online billing and payment system designed to make it easier to pay your Property Tax, Utility Bills, and License and Inspection Fees securely and on your schedule. This updated portal will offer more ways to pay and more control over how your payments are managed.

What’s Changing

Starting soon, you will be able to access a new Customer Payment Portal with the following features:

  • Pay using credit or debit cards (Visa, Mastercard, Discover)
  • Use digital wallets like PayPal, PayPal Credit, Venmo, Google Pay, or Apple Pay
  • Pay directly from a checking or savings account
  • Set up recurring automatic payments (AutoPay)
  • Schedule future payments
  • Update your billing contact details

Registration for the new customer portal requires this new account number and will be provided with your July bill.   If you would like to register before receiving your July bill, please call customer service at 311 or 302-576-2620.

Already Using AutoPay?

If you are already enrolled in AutoPay, your settings will automatically transfer to the new system. You do not need to re-enroll, but:

  • You must register using your existing username (your email address)
  • After logging into the new portal, you may update your payment method if needed

After Launch: Other Ways to Pay

You can still pay your bill using any of these options:

  • By mail
  • In person at our customer service office
  • By phone
