About
The Land Use Division is the City’s primary point of contact for permitting and development review. The Division manages Wilmington’s reactive planning and regulatory functions — including zoning administration, business compliance, site plan review, and historic district oversight — ensuring that all new construction and redevelopment comply with the City’s zoning, building, and design standards.Its primary responsibilities include:
- Zoning Administration and Enforcement – Administers Chapter 48 of the City Code and staffs the Zoning Board of Adjustment.
- Business Compliance – Reviews business license use approvals and enforces business license and land use provisions.
- Site Plan and Subdivision Review – Evaluates proposed development including any demolition for compliance with City design, infrastructure, and environmental standards.
- Historic District Conformity – Reviews projects within Wilmington’s 12 Historic Districts and Neighborhood Conservation District in coordination with the Design Review and Preservation Commission.
- Permit Review and Building Code Enforcement – Reviews plans, issues permits, and inspects work for compliance with the International Building Code.
- Structural Assessments – Conducts or coordinates building stability evaluations following structural concerns, fire, or collapse events.
