PERMITS & APPLICATIONS

Land Use and Planning Permit Process

Permit Application Timeline

The Department of Land Use & Planning (LU&P) strives to review applications as efficiently as possible. Typical review timeframes are based on project size and complexity: Project Type

Project Type
Construction Value
Estimated Review Time
Major Projects
Greater than $1,000,000
4 weeks
Moderate Projects
$100,000 – $999,999
2 weeks
Small Projects
Less than $99,999
1 week

Important Notes About Review Timelines

Review time reflects ONLY the Department of Land Use & Planning’s internal review.
A complete and accurate application is required to begin review.
If additional information is needed, the review clock will pause until the applicant provides the required documents.

Separate Review Processes

Some projects require approval from:

  • the Wilmington Fire Marshal’s Office, and/or
  • the Department of Public Works

These are independent reviews and not included in Land Use & Planning’s review timeframe.
Permits that require these approvals cannot be issued until all required departmental reviews are complete.
.

Board and Commission Approvals

Projects that require review by the board and commissions below will have their LU&P review paused until those bodies issue their decision or approval.

  • City Planning Commission (CPC)
  • Zoning Board of Adjustment (ZBA)
  • Design Review & Preservation Commission (DRPC)

The LU&P review timeline resumes only after the required board or commission decision is finalized.

Your project’s timeline depends on:

  • the completeness of your application,
  • timely responses to requests for clarification,
  • whether additional departmental reviews are required, and
  • whether board or commission approvals are part of the process.
