The City of Wilmington offers several transportation-related applications for residents and businesses. These forms cover street closures, outdoor dining, parking accommodations for individuals with disabilities, traffic study requests, and applications for special license plates or placards. Please review each description below and use the corresponding form to submit your request. 

Street Closing Permit

Submit this application to request a temporary street closure for purposes such as construction, block parties, or large equipment access. A traffic plan and advance notice are required. Must be submitted at least 14 days before the event.

Outdoor Dining Application

Required to operate outdoor dining on public sidewalks. Includes submission of site plan, furniture layout, insurance, and a $100 seasonal fee. Valid annually from April 1 to October 31.

Disabled Parking Space Application

Apply for a reserved on-street residential parking space for persons with disabilities. Requires medical verification, proof of a Delaware placard or plate, and documentation of travel needs. Available only to Wilmington residents.

Disabled License Plate or Parking Placard for Persons with Disabilities (DMV)

Submit this form to the State of Delaware to apply for a special license plate or parking placard for persons with disabilities. This form is required to obtain eligibility before applying for a reserved parking space with the city.

Used to request a traffic study to evaluate safety or traffic flow issues in a neighborhood or corridor. Petition must include community support to be considered.

Snow Removal Reimbursement Program Application and Policy

This application outlines the City of Wilmington’s policy for reimbursing eligible community organizations up to 75% of contracted snow removal costs for qualifying storms
