PROGRAM DESCRIPTION:
The City of Wilmington has created a pilot program to help low-income homeowners clean out privately owned alleyways. This includes the removal of junk, debris, and foliage by a third-party contractor hired by the City. Funds are limited and will be distributed on a triage basis. Priority will be given to homeowners who have received a citation for illegal dumping in their alleyway from the Department of Licenses and Inspections.
QUALIFICATIONS AND REQUIRED DOCUMENTATION:
• Applicant must reside in a Qualified Census Tract (QCT) or have a household income of 80 percent of the area median income or less. A map of the City’s QCTs is attached, along with a chart of qualifying incomes.
• Applicants who do not live in a QCT must provide a Federal 1040 Tax Return Form.
• When alleyways are shared among multiple homeowners, only the portion owned by the applicant will be cleaned. Neighboring homeowners may submit separate applications for their own portions.
• Proof of ownership and primary residence is required.
• If the application and requested cleaning are approved, the work is a one-time service. The City will not provide ongoing maintenance of the alleyway.
• All Requests Are Subject to Approval by Public Works
