PROGRAM DESCRIPTION:
The City of Wilmington has created a pilot program to help qualified low-income homeowners pave and repair privately owned alleyways. All adjoining property owners must approve this application. Funds are limited and will be distributed on a triage basis.
QUALIFICATIONS AND REQUIRED DOCUMENTATION:
- Applicant must reside in a Qualified Census Tract (QCT) or have a household income of 80% of the
area median income or less. A map of the City’s QCTs is attached, along with a chart of qualifying
incomes. - For applicants who do not live in a QCT, a Federal 1040 Tax Return Form must be provided.
- In situations where alleyways are shared among multiple homeowners, only the homeowner submitting the application must meet the income threshold. However, each adjoining homeowner must sign off on the application and provide consent for the work. Consent forms are attached.
- Proof of ownership and primary residence must be provided.
- If the application and requested repairs are approved, this will be one-time work. The City will not be responsible for ongoing maintenance of the alleyway.
- All Requests Are Subject to Approval by Public Works.
Applicants must obtain the required signatures from neighboring property owns using the form below. The Complete and signed consent form must be uploaded with your application.
