Appeal Parking Tickets or Fines

You have the right to an appeal if your vehicle is ticketed, immobilized (booted), or towed.

To Appeal a Ticket

Appeals must be received within 21 days of ticket issuance, otherwise you must pay the amount due. From the time your appeal is received to the time a decision is made, your ticket will be suspended - no late fees will accrue during this time.

To Appeal a Boot or Tow

The boot / tow appeal form must be submitted within 5 business days upon receipt of boot or tow notice. Failure to file an appeal within this 5-day period constitutes a waiver of the right to an appeal. Any person who without good cause fails to appear for an appeal hearing shall not be entitled to a rescheduling. Submit appeal to:

Prior to the hearing, appellant may leave the vehicle booted or in the tow yard, or may instead obtain immediate release of the vehicle by full payment of all outstanding parking tickets, boot / tow fees, and any storage charges.

The hearing will be held at Louis L. Redding City / County Building within 2 business days of receipt of the appeal, or at such other time and place agreed upon by the parties. The hearing shall determine whether reasonable cause existed to believe that the vehicle violated traffic ordinances or laws and that the boot or tow was authorized by law. The appellant has an opportunity to show that the boot or tow was invalid or unjustified.

If Civil Appeals determines that the boot or tow was valid and justified, appellant may obtain release of the vehicle by full payment of all outstanding parking tickets, boot / tow fees, and any storage fees. If Civil Appeals decides in favor of the appellant, however, appellant shall be entitled to immediate release of the vehicle without payment of boot / tow fees or storage charges (or, if appellant paid in full to obtain release of vehicle, to a refund within 30 days of payment).

The vehicle owner may waive the right to an expedited hearing and instead await a hearing on the underlying offense, if any, according to the procedures of the Municipal Court or other court.

There shall be no more than one appeal hearing for each boot or tow to a vehicle.
